Rockwell Smithers is a top CIA Field Agent who volunteered to stop the M.E.U’s operations. He picked up Rachel, Silvia and Luna at the Cocoa City Memorial hospital after the massacre that occurred and brought them to the Biofare research facility in Washington D.C. He introduces them to Dr. Ponce where she tells them the truth about John and Evelyn’s past and how it lead to the Cocoa City Attacks.
