Steven Phaganson is one of the characters’ in the anime graphic novel series, “My Life as an American Hero”. Formally, a CIA operative like Smithers, he was arrested few years ago because of blackmail to politics and bribery to terrorist organizations. He later escaped prison and joined the M.E.U.

Clifford gave Phaganson an assignment, which was to eliminate Ponce and the Valentine Sisters (if they were there) and escape with the research files Clifford worked on with John, Evelyn and Ponce. His plan almost worked if he hadn't let his guard down. He heads down to the bunkers first to eliminate the sisters but gets caught in the crossfire when Rachel fights back. He fights Rachel as he gets distracted while Silvia and Luna head upstairs. Soon after, he runs out of ammo and Rachel shoots him twice in the head using her Sniper Mode.
